Stock transfer between storage location

Hi Experts,

In my project there is no manufacturing plant,but stocks are kept al different location in india.there is scenario of stock transfer between location.can anu body tell me the best scenario which fits for this transfer and the this transaction should have the document proofs means it is not a one step transfer.
