Delivery can be deleted, although shipment with status planned still excist

Dear all,

In the system it is possible to delete a delivery, although a shipment is still there with status planned.

I tried to fiend some notes on this, but the notes that I found are already in the system.

Any idea what to do to make this not possible anymore?
