Ansences quota not generated correctly from 2nd calendar year

Employee A is hired on 28.06.2008. Based on policy, the first year leave entitlement is 15 days (if he has worked for the whole calendar day). Thus after prorated, his leave entitlement for year 2008 is 7.5 days. The leave entitlement for yr 2008 is generated correctly via report RPTQTA00.

In table V_T559L, i had configured the based entitlement such that:

000 - 001 seniority year, the leave entitlement is 15 days.

001 - 002 seniority year, the leave entitlement is 16 days.

When i tried to generate the the leave entitlement for calendar year 2009 for Employee A via report RPTQTA00, i am expecting the system to consider:

01.01.2009 - 27.06.2009 as 1st seniority year thus calculation shld be based on 15 days per calendar year = 7.5days

AND

28.06.2009 - 31.12.2009 as 2nd seniority year thus calculation shld be based on 16 days per calendar year = 8 days

EXPECTED TOTAL LEAVE ENTITLEMENT for year 2009 = 7.5 + 8 = 15.5 days

However, when i generate the report RPTQTA00, the system create the leave entitlement of 16 days instead. I am suspecting there is no proratio calculation done. System just automatically take 2009 as 2nd seniority and craete 16 days of leave entitlement.

Can someone help me how to solve this?
