Customer Text ID not in text procedure

SAP Gurus,

I have issue where the 0001 text id and some others are showing up in customer master when creating a customer, but the text id is not included in the text procedure. I only have 0012 and 0013 text ids in the procedure. What is causing this?

In Customer, central texts, I created Txprc 02, which has text IDs 0012 and 0013.Text procedure 02 was assigned to customer account group.
