If u are refering to offset in Activity Element or Material View....

Offset in Activity Element (Offset Start & Offset Finish)

Offset between the sub-operation start and the corresponding reference date. Actiity Element start or finish date is offset from repective activity date

    Offset for Material (General Data)

The activity-related time interval is used for the alignment of the requirement date in relation to the start or finish date of the relevant activity.

You can use this time interval to specify lead times or follow-up times for the corresponding date.

A positive time interval is equivalent to a follow-up time and a negative time interval a lead time.

    Use

You can use this value to enter the lead-time offset for a component in relation to the start date of the operation to which the component is assigned.

    Integration

The following application areas read the lead-time offset for an operation:

    Maintenance orders

    Networks

    Production orders

    Features

You can enter a positive or negative value for the lead-time offset.

For the detail you can refer this link.
