Export swf with local file system permissions?

I'm trying to export a swf file from Xcelsius so that it can access data in a local file.

I have seen that this may require changing the [Global Security Settings|http://www.macromedia.com/support/documentation/en/flashplayer/help/settings_manager04.html] of your flash player. Here are threads related to this:

However, in this technote, [Adobe Flash Player security basics|http://kb.adobe.com/selfservice/viewContent.do?externalId=kb402450], it appears that a swf file can be created local-with-filesystem permissions. It can have local-with-filesystem permissions or local-with-network permissions but not both. I'm guessing that that by default Xcelsius Export creates an swf local-with-network permissions.

Is there a way to export swf files from Xcelsius so that they have local-with-filesystem permissions?
