Typical behavior of BEx Query Delete option in Production

Dear Guru(s),

We have a scenario. We created few custom roles for Power Users with authorizations that allows them to "View Only" queries starting with "0" and "Z". They cannot edit or delete these queries. They can make a copy using "Save As" option. New saved query should be starting with "Y", and they have authorization to edit/delete these queries starting with "Y".

These authorizations were tested successfully in development and quality environments and then moved to Production.

In production environment, Object Changeability was initially set to "Everything changeable". When we checked the behavior of the authorizations in production, User is getting an option of "Delete" query. This option is valid for all 3 naming conventions "0", "Z" and "Y". To avoid this, we tried changing the Object Changeability option to "Not Allowed", even then the user is getting option to delete .

Did anyone faced similar issue. If yes could you please help with the solution/approach you followed to resolve this issue.
