Building an SAP Organization

Dear Seniors,

Currently my company does not have an SAP organization within itself and I would like to pave my career towards building it into a standalone department (currently it is parked under "IT"). I am now working as the sole SAP PM Coordinator (this is not a managerial role) for the plant but would like to grow more from there.

I have the support of my manager and director to try and do this but I realize this is easier said than done. Now I am here to try and seek guidance from the community :)

1) What sort of knowledge would I need to grow the SAP organization? Currently it is just myself alone managing this. The plant is only using SAP PM module at the moment and I am not from a programming background (business administration)

2) How do I even begin to take the right steps towards achieving the goal of building and expanding the SAP organization?

3) Should I go for any particular SAP certifications? If yes, which ones would make the most sense for me to pursue? How would they help?

I realize I may not have provided the right details but being new to this role (6 months, never used SAP before this) I find myself stumbling in the dark. Please feel free to ask me additional questions and I will be happy to answer.
