How to set authorization for transfers action scenario?

Dear all,

We have set authorization to restrict access on HR master data by P_ORGIN-PERSA, e.g. 9010. However, we found that information of employee in personnel area 2002 could still be retreived by PA20/30 as that person has been transferred from 9010 to 2002 before. May I know how can we control this kind of scenario that we could access information of employee who is in 9010 currently?
