As your materials are assigned to a specific order or project, there is no need to look for slow moving items. You usually do not move such items more than once. You receive it into this stock status, and then you issue it when it was used.
If you post stock into sales order stock, then you should sell this stock, as it is made for this one order.
If someone cancelled the order, then you should move it to own stock.
