      Answer for the above post:-

      1. This issue was not related to any type of coding either Java / .Net.

Below is the answer which resolved my issue:-

All the rights pages look the same. Sorry if this seems elementary, but I see a lot of administrators browsing around confusing what object they are actually setting rights for. So it's important to be very specific about what page we are on to ensure we are not confusing the user folder rights with the account rights, with group rights, etc. If you are in the process of checking rights, and are selecting different hyperlinks, you are navigating around and may actually be looking at rights on a group or other object than where you started.

Follow this exactly. selecting ONLY these items -

      - Logon to CMC.

      - Click on the Users link to list all users.

      - At the top right, next to your greyed out "New User..." button, select the "Rights..." button to display the rights on the Users folder. This displays any and all groups that have rights specified to the Users folder. One of these is the Administrators group.

      - On the row for the Administrators group, select the Net Access "Advanced" link. You should now be on a page that shows

      Home > Users >

      Advanced Rights

Choose which rights the group "Administrators" has for the object "Users":

If you see anything other than this exact wording, you are in the wrong place. Go back, do it again.

If you're on the right page, Explicitly grant the right to "Add objects to the folder", and OK.

The New User button should now be active.

      Hope this Helps.
