Outbound Idoc Status is not changing From 30 to 03

Hi ,

outbound Idoc status is not changing from 30 to 03 though we run WE14,BD87 or Program

RBDOUTPU. To use the program : RC1_IDOC_SET_STATUS , we donot have this program in our SAP version.

We have seen SM58 also . But it is fine .

Please help ..
