You cannot restrict using user attributes. Even if you maintain these values, still they can search and add other values. Please implement BBP_DOC_CHECK_BADI for the same.

Yes, attributes can be applied to users in the SRM org structure (PPOMA_BBP), on the attribures tab.
You can either assign the cost centres directly to each user or at department level.
If applied at department level all users within that department and sub deaprtments will inherit the cost centres. However, in the cost centre attribute you have the option to exclude the cost centre from a user or department. If the exclusion is made at department level this will stop cost centres being inherited down the org structure. In addition you have the option provide users with a default cost centre. This will be there default cost centre when creating shopping carts.
