Kindly let me know high level check list of tasks that we should consider for testing for GRC and Security modules when upgrading form S/4 HANA On premise 1511 to 1709.

I couldn't find anything specific to GRC and Security for 1709 Upgrade.

After upgrading S4HANA to 1709 version, you can test task bellow for Access Control:
