Freight unit with non stock materials

Hi, does anyone know if SAP TM can create freight units for non-stock materials? My customer wants to track a transportation for ocean containers which has non-stock materials, as well as stock materials. Material master doesn't have the non-stock materials, but I want to create the freight units and freight orders - Is it possible?

Really appreciate if any suggestions.
