Object TaxClass3-Cust. not provided with characteristic 1.

Hi friends

I have maintain a tax condition, In customizing tax relivenacy master record in customer master i maintain indicator 0 (Not relevent for Vat)

1 (VAT is relevent)

When i am creating condition records system is throughing following error

"Object TaxClass3-Cust. not provided with characteristic 1."

Please throgh some lights on this error and tell me the cause
