unable to access Usage Types page in portal

Hi guys, I am wondering why I cannot access the page "http://<servername>:<port>/utl/UsageTypesInfo" in one of our 2 portals, particularly our XI 3.0 system. In one of our system, EP 7.0, it can easily be accessed and the usage types installed are shown. Any ideas with this? I already researched on this but cannot find a solution. Thanks.
