what all should be considred as plants.

We have two corporate offices,

though they are not manufacturing any thing, we still consider them as plants.

why is it so ?

And also

When we are receiving the raw material from the vendor, from various modes of transport, truck, ship, rail, we do sampling, at loading point and also unload point, currently we consider tham as temporary storage locations when they are in transit, as we do not have any physical interim storage areas.

What is the advantage of this concept.

Can these mode of transport like a vessel be considred as plant, what would be the advantage of that.
