Tax Classification Records

Account groups 0001 (Sold tos) are extended in customer master to various sales areas. Within these sales areas, a tax classification record must be maintained for the country in which the sales org is located in, and for each country that the sales org is allowed to purchase from. Now, a new plant is set up in a country we have never done business in before. Existing customer codes (sold to's) are now affected by this new country tax classification requirement. A record must be added in customer master (VD02/XD02) on the Sales Area/Billing document tab with a value of 0 Taxes if Applicable, 1 Tax Exempt, or E Tax Exempt No 0%. The problem is that there is no easy way to identify and update these missing records. Transaction MASS cannot be used because the blank records are not in the KNVI table TAXKD field.

Is there a standard report, program, or transaction to identify all of the customers that are missing these tax classification records?
