Expense Management without FI-TV in SAP S4 HANA

Question: Is it feasible at S4 HANA, having any standard procedure (and any extra custom effort) for handling Expense Management without having FI-TV add-on module?

Hi,

Even in SAP S4 HANA - travel expese modul needs to be activated

there is not other option for creating expense reports
