Knowledge Base in CRM

Hi

We are (still) running on SAP CRM 4.0. Can you please advise if we can do the following and if so, how.

We want to set up a knowledge base, with questions and answers. The user must then be able to search by keyword. If the user is not happy with the results of the search, he must then be able to log an interaction.
