If there is no issue with Access Restriction and also via Adaptation .Please try clearing your browser history and then login back
to C4C system .I recently had same issue and it was fix with clearing browser history .

Please check scoping and activation for Mass E-Mail.
If not done, you Must activate Mass E-Mail to create and send direct e-mail Campaigns.
1. Enable scoping options for direct e-mail campaign.
2. Activate mass e-mail in the business configuration.
1. Go to ->Business Configuration -> Implementation Projects.
2. Select your project, click Open Activity List and open the E-Mail and Fax Settings fine-tune activity.
3. Select Activation of Mass E-Mail and save your entries.

Dear Oliver,
Could you check the Write Access Restriction assignment for your business user .
Administration-> Business User-> Your User-> Edit -Access Right-> Access Right Section and filter for Campaign Work Center View and check if you have write access assigned
