We have users that can only see certain information so we want to create the reports for them with the appropriate filters and let them run them. But we do not want them to be able to create new reports of modify current reports. Is this possible? I need suggestions for setting the security for this.

Please provide a specific example as each SAP component uses a different security model. E.g. SAP ERP (ABAP systems) is very different BusinessObjects and so on
