credit block - MTO scenario

Hi experts, pls help solve the followings.

Request: MTO should be saved & cannot be passed to PP in case of credit block.

Background: Dynamic credit check is activated. To reflect order processing in the system, MTO w/credit block is required to save firstly. And MTO should not be passed to PP unless the block is released.
