Problems with Infoview Install on XI R2 SP4

I installed XI R2 w/ SP4 on a dev box.

When I go to Java Administration Launch Pad, I can get to the CMC login screen and login succesfully.

When I try to go to the Infoview page I get the tomcat error page.

Looking at the directory where the files should be they seem to be all missing.

Tried doing a repair, didn't work.

Anyone know if there is an issue with the XIR2 w/ SP4 install ?
