CJ021 error: WBS element does not exist on CJ88

Need help please!

I have a wbs element with a system status of REL AUC AVAC DEPS SETC and PMRL User status, settement rule is set to CTR | Cost ctr no.| 100% | Pre | A1 | 1

However during type 2 settlement in CJ88 the error message appears "WBS element does not exist"

The wbs element is existing in PRPS table, and deletion flag is not ticked. Please help urgently. thank you! :)
