Picking strategy FIFO detailed logic in SAP WM

In picking strategy FIFO ( first in, first out) oldest quant is determined on basis of GR date. If two quants have same GR date but different bin, what is second criteria for TO creation ?
Please share detailed FIFO logic.

Even though it has the same GR date it sorts on the ascending order of QUANT number
