Quantity Tolerance in Picked Quantity

Hi,

My requirement is the customer orders certain quantity with tolerance limit suppose 100 Tons with +/- 2% tolerance .So even if my client delivers 98 Tons which is under tolerance limit, they can bill for full 100 Tons of material to the customer.This means even if the delivery quanity in the delivery is 100 Tons, picked quantity could be 98 Tons, goods issue has to be allowed ( I dont know if standard SAP allows that) and billing quantity would be 100 Tons.

We don't have WM implemented.

How to map the scenario? Any help is highly appreciated and would be rewarded with suitable points.
