Hi - Have a look at workflow classifications. You can created your own and not give anyone the auth to use it. then allocate you workflow to this Classification (Profile in subsituation terms).
You don't have the ability to disable the substitute as standard but you can create you own custom inbox and again that will take lot of work. Another option will be to try using Transaction variant.
