EXPORT to CSV function is not acceptable

I'm disappointed about this Function about handling foreign characters & columns contain commas.

Although I found knowledge article as below, it doesn't help.

2145224 - Exporting to CSV results in some columns being split - Data Insight 4.2

2639872 - Cannot view foreign characters in downloaded CSV file from Information Steward Data Insight

Take 2145224 as example, I still can't open CSV directly, it's going to be more complicated steps if I want to see correct information in Excel with columns contain commas.

For 2639872, after we changed to UTF-8 mode, we can't even run task successfully. And "To open in Excel you must import the data and choose 65001: Unicode (UTF-8) as the File Origin.", it's anti-human!
