My organization currently uses SQL Anywhere 16 EBF 1691.
1. What does the end-of-life of SQL Anywhere 16 on December 31st, 2018 actually mean? Will the upgrade to 17 mandatory?
2. What is the upgrade path from 16 to 17 given the licensing models have changed?
3. Is there a cost involved with upgrading to 17 if the organization has a maintenance and support contract with SAP for SQL Anywhere?
I can't answer two and three for you (not knowing your support contract – but our contracts do include access to the newest versions), but here's a description of the different support stati (active/limited/archived) for SQL Anywhere versions (can't provide that as link as the editor does not accept the correct URL...)
Basically, it means if you do not upgrade to v17, you won't get any more bugfixes for v16.
Given that you are using 16.0.0.1691, which is a rather old v16 build (the latest on Windows is 16.0.0.2614, AFAIK), I can't tell whether that has relevant implications for you or not. (In other words: Even moving to the newest v16 EBF might give you access to many bugfixes and some enhancements.)
