ESS time entry screen does not read all template values from CAT2

If user saves a time sheet entry template in ECC system [t-code CAT2[ and then come to portal -> ESS - Time entry screen. It does not read / transfer all template values to portal like text, capacity type, operation, suboperation etc. though it finds right number of lines from CAT2 template and populates it partially on portal.

whereas reverse of this works ok, like if user changes it thru portal and saves all things are reflected on ECC cat2 screen.

any hint?
