Hi, Can you tell me which SAP version you are on?
If it is 4.7, then kindly review the following note and check if it is valid for your support pack level:
[Note 649089 - MIGO: SGOS_MSG 002, no services for object|https://service.sap.com/sap/support/notes/649089]
A quick check to test whether services have been disabled: display any FI document using T code FB02. Here again try and attaching a document, if it succeeds then it has not been blocked.
Cheers.

Hi,
Yes you can, unless your Basis team has restricted attachment types.
When you post using MIGO, display the material document. You will see an icon right on the top on the left side of the MIGO screen. Click on that button and select the create --> Attachment. It will then let you select any file from your desktop and attach with the material document.
The same can be accessed from the Menu, using System --> Services for objects.
Cheers.
