Can anyone tell when RCAPI come into play? When we allow customized application using RDC to Create New Reports or modify Previously created reports or both

Hello Abdul,
Report Creation API (RCAPI) comes in to play under both of the scenarios you listed.
There's an SAP note about RCAPI calls for CR9 - they're the same for CR9, CR10, CR XI, and CR XI R2. Here's the link:

Actual, additional licensing requirements changed after the release of CR XI R2 with Service Pack 2. Here's a link to a Licensing document from 2007. I'm not sure if this covers the changes after CR XI R2 SP2:

You will probably want to call the Crystal Reports Sales group for current RCAPI Licensing information. Their number is 1-800-877-2340, select option 2 and then option 1.
