Hello,
It's usually a good idea to keep your SAPGUI & Business Explorer up to date but it's only mandatory if your version is out of support (you're fine) or you're experiencing problems that the patches address.
There are legal change packages twice a year for HR in Canada to reflect updates from Revenue Canada (tax rates, T4 formats etc.) Your HR functional team should be requesting these and monitoring the Master Year End note 1239555. This will tell you what HRSPs need to be installed.
There are no update requirements for BI/BW due to HR.

The only problem is that when I select a support stack for ECC 6.0 (BASIS 7.0) , I seem to get ALL this extra patches that I don't need. I understand that SAP is trying to simplify application of SPs, but at the same time we are getting SOOOO much stuff we don't need.
Would it be safe if unselecting SPs ie. for IS-OIL that I will never have a need for (we are municipality)
As for BI and ECC 6.0, my research has also NOT come up with any indications that there are direct dependencies between the two. so that IF I patch ECC , there is no direct dependency that I MUST patch BI 7.0 as well. The only item I did find is that IF we BI_CONT installed (AND we have it installed in BI 7.0) then there is a dependency... but we do not have it installed in ECC only the mandatory SAP_BW that goes into ECC

Also, we have downloaded all support patches as of Oct. 20, and have heard there will be additional last minute patches (transports) for Canada by Dec.2008? is this true and will we need to prepare for them, and how big of a deal will they be?
How important is it to also patch SAP BI when when patch SAP ECC?
