Work status in BPC

Normally does the account dimension is included in the work status for locking /unlocking.

We already have work status in place, but business team wants to include 'account' dimension also to be included.

They want only certain accounts to be opened for entry for planning purposes and not all.

Using 'account' dimension is work status ...would it not be huge excercise...since selectively closing each account?

Appreciate your opinion / sharing experience on this issue.
