CHARM project creation issue

Hi,

I am working in Solution Manager 4, In Project Creation -SOLAR_PROJECT_ADMIN - Project Administration - in 'System Landscape' tab - subtab - 'Change requests' - tick mark Activate Change request Management .

while Clicking on create task List giving error:--

The project is not released. Hence cycle can not be created.

Please suggest.
