ReportDocument initilization execption

O/S = Windows 10 version 1709 64-bit

SQL Server 2017

Crystal Reports = CRforVS_13_0_21 (with RunTime also installed)

Since my computer is out for repairs so I am using a loaner while she is on vacation. My application is a VB application. I added my SQL Server database and Crystal Reports to her computer. I created a new Data Connection. I then deleted the .dbml and .xsd (in the server explorer) and created new ones using the Data Sources and Server Explorer windows.

When I run the application the data appears in all of the DataGridView controls as it should. When I try to display a Crystal Reports in the Report Viewer it fails on the “Private RPT as New ReportDocument” line with a “TypeInitialization” Execption.

How do I fix this?
