Contracts :Quantity

Dear SAPPER!

Please tell me How can I stop the creation of the release orders when the quntity is fully referenced from the Quantity contracts (CQ).

The order created with reference to OR.

Contract : Material :T0001 is 1000 Quantities

Order I have given 1000 Qty.

But still when I can create order only warning message is apperaing How can I change this to error message sothat the system stops allowing creation of orders.
