First of all, there is no way to guarantee that MD04 and CO09 will match all the times, since those transactions belong to different applications. While CO09 shows the results of ATP check, MD04 is focused in showing the Stock/Requirements from an MRP perspective, therefore, they may show completely different results.

If your idea is to simply exclude blocked and restricted stock from MRP, then the customizing shown in your screenshot should work.

What is actually your question? You already showed the screenshot of the customizing which needs to be changed.
