Hi ,
As soon as i create Billing i.e. VF01 i want to create one flat file with this
billing Number and Sales Order Number .
For above senario shall i use User Exit or BADI ?
If BADI then which one ?
OR
If User-Exit then Which one ?

Certainly, it will be possible through User exit only and not BADI.

BADIs cannot be used in Billing. The BADIs provided in billing are reserved for SAP.
Use exit EXIT_SAPLV60B_002 in enhancement SDVFX002.

Try to use USEREXIT_NUMBER_RANGE, it should be triggered before picking uo the number
or
EXIT_SAPLV60B_001
FM EXIT_SAPLV60B_001 in enhancement SDVFX001.
