Extractor 2LIS_13_VDHDR not pulling enough Records

We recently refreshed our ECC Source System from production. We did not refresh target BW QA System. When I tried to extract a full load from source I was able to extract only 31 records when there are around 6 million billing header records in ECC. There is no pre-existing delta queues in the system.

What is preventing me from getting all the records? What I need to do resolve this issue?

I am concerned that same thing might happen with other SD extractors also.
