i have activated TO creation for movement type 561 and inside this wm movement type 998 is the interim storage type
but while i create a TO for the TR via tcode LB11 system is giving an error that this tcode is not allowed for manual TO creation

Maybe your problem derives from the same: screen control of the TO (OMLJ), Please check it.
