Message no. C2041 Operation / sequence entered is not permitted?

I hope you can help me.

I'm trying to create a Production order using CO01 to rework a finished good.

I already validated that I have in stock the units, I entered the correct store location, but when I'm about to finish the Production order I get this error:

Message no. C2041 Operation / sequence entered is not permitted

Do you know what could be causing this error?
