SAP is checking if the data base field EKKO-PROCSTAT is still equal to XEKKO-PROCSTAT, which is the same field in the memory which was read when you started ME28, and if it is not equal then the purchase order was changed from someone else in the meantime, and so SAP will issue the message ME176

You should actually see the changes when you go into the change log of this purchase order in ME23N.

Use transaction ANST for ME28 to analyze the root cause. It can give you OSS notes which need to be implemented, but also shows own coding in exits which could cause the issue.

You can also use the PANKS, if you go to the long text of the message then you have an icon on top right to search for OSS notes based on the message number.

If that all does not help then you have to open a call at SAP Support Desk yourself.
