I'm an Abaper helping a QM user so, pardon the use of the incorrect terms.
We're employing a fixed sampling procedure with a sample size = 12.
The user creates an inspection lot (QA01) with qty=10 and usage=5 (Goods receipt).
After saving, user expects to see 12 open results slots in QE51N but only sees 10.
If she enters a qty 12, she sees 12 slots.
If she enters a qty 100, she sees 12 slots.
But anything less than 12 then she sees fewer than 12 open slots.
Is this Std SAP or can it be controlled via config? I don't think this begs for a development solution.

It makes no sense to input 12 results if you have an inspection lot of 10! If you have only produced 10 pieces, how are you going to inspect 12 pieces?
This is a standard system behavior and it cannot be controlled in customizing.

I guess I'm asking why for "fixed" it is calculating samples based on batch size.

Because SAP was smart enough to know that even if you have "Fixed" specified, you can't inspect something you don't have. This would cause problems if your results are required.
