Next cross tab shows its percentage values calculated which is as below

My requirement is to show the Correct % value of the no of employees or how is value in cell C1 is obtained
5% in cell C1 =8/248*100
Similarly, value of cell c6 should =22/248*100 which should be 9% but it is showing as 13%
i'm using below formula to get the value but unable to display the correct value
= [Wage statistics - other]. [Number of Employees] / Sum ([Wage statistics - other]. [Number of Employees]) In Block
The correct values should be 3% but is showing as 5%.Am i missing anything ?

Even your subtotals within the first block looks incorrect. Did you choose to add subtotals or do you have formula?.
Either 248 is wrong, it has to be 168 for column totals and 234 row totals. Where did you get 248?.
You are seeing 13% for 22 Emp count cos "block is considering Column total which is 168. so 22/168*100 = 13%"
Can you try this?:
Subtotals:
= [Wage statistics - other]. [Number of Employees] / Sum ([Wage statistics - other]. [Number of Employees]) In [Job Demands]
and
Grand Totals:
= [Wage statistics - other]. [Number of Employees] / (Sum ([Wage statistics - other]. [Number of Employees]) In Block)
Here are my results on your sample data: I did used just In Block context in 2nd cross table.
