Online forms: The processing has to be done online.
Offline: You can save the form to your local system and process it as and when you want.

Hey,
From my understanding in
An Online Interactive Form: Logging into Portal and submitting the form through online.
An Offline Interactive Form: Without Portal Environment or any Environment without logging into it we can submit the form
For Ex: You can implement an ABAP Webservice, Portal Webservice or uploading the pdf by logging into portal
For Submit button action, i suggest Webdynpro-Native Button.
After installing Adobe Designer, goto the specific folder
C:\Program Files\Adobe\Designer 8.0\EN you can get sample documents.
For help press F1 after opening designer.
