Outline Agreements are not creating with scales using BAPI

Hi Everyone.

i am trying to create open contracts using DS - RDS(PURCONTRACT_CREATE). But for some reason scales are not updating in the system. No error/No warning in the idoc. If the idoc method is not supported for scales, please suggest an alternative.
