I cannot to create employee in S/4 1709.

I try to create Test employee in s/4 hana 1709. I use txn PA30 like says best practice 2RI_S4CRM10_BB_Generic Customer Settings. But i cannot to find my Test employee and i think i didn't create him.

I was find one report to be used /SHCM/RH_SYNC_BUPA_EMPL_SINGLE But it doesn't work. If anybody know how to create employee could you help me? What did i wrong?
